Istanbul Topkapı University was established in 2009 as Plato College of Higher Education through Cabinet Decision number 14944, later transitioning to Istanbul Ayvansaray University before adopting its current name. Founded by Sinan Çetin alongside academics, artists, and business professionals, the university was transferred to the Riva Foundation in the same year, with Tolga Yazıcı appointed as chairman of the board of trustees.
